lobbying_lobbyists

Individual lobbyists listed on lobbying filings, with whether the lobbyist is newly added to the filing. Self-declared on LDA filings, and structurally under-reported: the disclosure is triggered when a lobbyist is newly added, and continuing registrations generally don't restate it. Among lobbyists whose filings ever triggered the requirement, at least 38.7% report a prior government position — a floor, not a rate.
