Former members of Congress who registered as lobbyists — matched where the lobbyist both self-declared a Member-level position on their LDA filing and unambiguously matched a former member in the congressional roster. A high-confidence subset, not a complete count: members who didn't self-declare the position, or whose name is ambiguous across members, are omitted by design — an absence here isn't evidence someone didn't lobby.
